As the Director of Energy Management, Mandy La Brier functions as the Chief Energy Officer for the Department of Fleet and Facility Management (2FM) in the City of Chicago; serving under the Deputy Commissioner within the Bureau of Energy Procurement and Management (EPM). Mandy oversees municipal energy procurement operations, assists in the annual strategic planning and budget preparation, and develops implements and evaluates energy programs and initiatives of the City’s fleet and facilities. As Sustainability Liaison she represents 2FM EPM on collaborative projects for renewable energy and energy reduction goals that advance conservation, policy and organizational sustainability with a positive return on investment. Mandy serves on the Chicago Metropolitan Mayors Caucus Environment Committee Energy Sub-committee and regularly speaks to stakeholder advisory groups like MMC and the National Association of State Energy Officials.
Prior to joining the City, Mandy lived in St. Louis, Missouri where she served the University of Missouri System Supply Chain and Procurement Services as a Senior Business Operations Strategic Sourcing Specialist; focusing on public contract life cycle and total cost ownership.
Mandy earned a Masters of Public Policy Administration with an emphasis in Environmental and Natural Resource Policy, as well as a Non-Profit Leadership and Management Certificate from the University of Missouri – St. Louis (UMSL). Her energy policy research concentration includes leading a nine month research study on local government energy consumption and greenhouse gas emissions and authoring a climate action plan for the City of Maplewood, Missouri in conjunction with the U.S. Green Building Council (USGBC) – Missouri Gateway Chapter. Mandy co-authored a paper on power generation infrastructure system replacement surcharges. Her research interests include energy transmission and distribution policy, regulatory compliance, energy security challenges and sustainable energy sourcing.
In 2015, Mandy was nominated and selected to the 63rd Class of FOCUS St. Louis CORO Women in Leadership. In addition to her public service, Mandy served on the Board of Directors for Missouri Energy Care and regularly volunteers with community organizations.
Title: Data Analysis in Energy Planning and Procurement
This presentation will provide a broad overview of data collection and analysis in energy planning and procurement. The overview will touch on macroeconomic energy market information considered in purchasing energy for public sector services, and microeconomic impacts on municipal budgets and operations related to energy consumption, cost and sustainability goals. To understand planning challenges, an interactive segment will give students the opportunity to theoretically plan a sustainability goal for a public sector facility.
